As of 31 March, you can travel throughout the Schengen area when you have a residence permit or D visa from Bulgaria or Romania.
This also applies to residence permits and D visas issued by Bulgaria and Romania before 31 March.

From 31 March, Bulgaria and Romania can issue Schengen visas (C visas) which can be used for travel throughout the Schengen area.
