Somali citizens who do not have refugee status must obtain a Somali passport
The passports that are recognised are ordinary Somali passports issued either at Somali embassies or in the Benadir region after 1 January 2014.
If you have such a passport, you can use it for entry to Norway from 1 August if you have also received a visa valid for entry into the Schengen area.
If you are in Norway and have a Norwegian immigrant's passport (blue passport)
If you currently have a Norwegian immigrant’s passport, you must use this passport to travel to the nearest Somali embassy that can give you a Somali passport. The closest embassies to Norway are in Rome, Paris, Berlin and Brussels. Children must also have their own Somali passport.
If you need a new immigrant's passport, you had to have applied for it before 1 August 2019. This means that you had to have registered the application in our application portal and paid the fee before 1 August 2019. Your appointment with the police can be after this date.
If you have not applied before 1 August 2019 you can apply for immigrant’s passport for a single journey when you are going to travel to the embassy.

If you are in Norway and have a Norwegian refugee travel document (green passport)
If you have a status as a refugee in Norway and have a refugee travel document, you will keep your Norwegian refugee travel document. We do not require you to obtain a Somali passport if this causes you to expose yourself or others to danger.

If you have applied for family immigration from abroad
If you have applied for family immigration from abroad and have not yet travelled to Norway, you must obtain a Somali passport to travel. This also applies if you have already been granted a permit under the rules of family immigration.
This does not apply if applying for a Somali passport causes you to expose yourself or others to danger. In this case, you will be issued a 'laissez-passer' letter from the embassy or consulate that has received the application for family immigration.

If you are going to apply for Norwegian citizenship
If you are going to apply to become a Norwegian citizen, it is now a requirement that you first get a Somalian passport.

Who do not need to get a Somalian passport?
When you apply for citizenship, you do not need to get a Somalian passport if you:
- are born in Norway, or
- came to Norway when you were under the age of 18 and one of your parents is already a Norwegian citizen
NB! If you are travelling outside of Norway without a Norwegian citizenship, you must have a Somali passport.
You do not need a Somali passport if you have a residence permit on the basis of the need for protection (have received a green travel certificate for refugees).

You must hand in your immigrant's passport
Once you have acquired Somali passports, you must hand in your immigrant's passport to the police. You hand it in the next time you meet with the police to renew your residence permit, renew your residence card or hand in an application.

Do you need help to apply for a Somali passport?
Norwegian authorities cannot help you to apply for a Somali passport. You must ask Somali authorities if you need information on applying for a Somali passport.
You have to expect that there are several steps in the application process and that it takes some time to get an answer to the application.

I cannot make it to the embassy to apply for a Somali passport before my Norwegian immigration passport expires. What do I do?
Until 1 August 1 2019 you could apply to renew your Norwegian immigrant's passport.
After 1 August 2019, you can apply for an immigrant's passport for a single journey when you are going to the embassy. You have to expect to pay for this passport.

I can't pay for my family to travel to the embassy. What do I do?
You have to pay your journey yourself. UDI does not pay for your trip.
If you are unable to pay the trip, please contact NAV for financial advice. You can't expect Nav to pay for your trip.
If you need time to save money for the trip and you are unable to travel to the embassy during the period your immigrant's passport is valid, you can later apply for an immigrant’s passport for a single journey for both you and your family. You will have to pay a substantial amount in fees for the immigrant's passports for a single journey.

I need to apply for a new immigrant's passport - when can I travel to the Somali Embassy?
If you need a new immigrant's passport from the Norwegian authorities, you have to wait to book your travel to and from the Somali embassy until you have received your new immigrant's passport.
Check how long you can expect to wait for your immigrant's passport. The time stated is not a promise from UDI, the waiting times can change.

Which countries can I travel to with a Somali passport?
If you are traveling with a Somali passport, make sure that the country you are traveling to accepts Somali passports. If the country you are travelling to do not accept Somali passports, you can apply for an immigrant's passport for a single journey. If you are going on a holiday, you will usually not get an immigrant's passpport for a single journey.

What happens if I get a passport with other information than the Norwegian authorities have about me?
If you receive a passport from Somali authorities that have other personal information about you than the Norwegian authorities have, you must apply to change the registered personal information about you in Norway.

Norway now recognises some Somali passports as approved travel documents. This means you must have a Somali passport. The passport must have been issued in the Benadir region or at a Somali embassy after 1 January 2014.
You must obtain travel documents
Norway will no longer be responsible for providing you with a travel document. You have to obtain it yourself at a Somali embassy.
You must travel to the nearest Somali embassy where you can apply for a passport. The nearest embassies are in Rome or in Brussels. You will have to expect to travel to the embassy twice, because you have to meet up in person both when applying for a passport and when receiving your new passport. More information on how to apply for a Somali passport can be found on the embassies' own websites.
If you have an immigrant's passport
If you have a Norwegian immigrant's passport today, you must use it to carry out these trips. If your immigrant's passport has expired or is about to expire, you must apply to renew it. If you have applied for renewal, you will receive an immigrant passport valid for one year. It will not be possible to travel to Somalia on this immigrant's passport.
If you have received an immigrant's passport, and you think it will involve a risk for you or others that you contact Somali authorities, you must justify this in a possible new application for a Norwegian immigrant's passport.

Requirement for a passport if you apply for Norwegian citizenship
If you are going to apply for Norwegian citizenship, it is a requirement that you have a passport from your home country. When you apply for citizenship, you must bring your passport and a copy to the police when you meet for your appointment. You should wait to submit your citizenship application until you have obtained a Somali passport. If you have already booked an appointment time, you should change it so that you are able to obtain your Somali passport before you meet with the police. You do this by logging on to the application portal.

You do not have to hand in a passport from your home country if you
- were born in Norway,
- were a child when you came to Norway and have a Norwegian parent,
- have permission on the basis of need for protection (has received a refugee travel document (green passport))

If you have already submitted the application for citizenship to the police, it is not a requirement that you must obtain a Somali passport. UDI will contact you if we still think it is necessary to demand a passport of you.
Frequently asked questions and answers
Why can't I keep my immigrant's passport?
It is common for all immigrant's who do not have protection in Norway to use the passport they have received from the authorities in their home country to travel. Since the Norwegian authorities did not previously recognise Somali passports, they have instead given many Somalis an immigrant's passport as a replacement. Now that the Norwegian authorities recognise Somali passports, all Somalis with immigrant's passports must obtain Somali passports instead. When you have a Somali passport, you cannot keep the immigrant's passport you have received from the Norwegian authorities.
Who is responsible for Somali passports and immigrant's passports?
UDI is responsible for processing applications for immigrant's passports. Somali authorities are responsible for handling and issuing Somali passport. If you have questions about Somali passport, you must contact a Somali embassy. UDI can only answer questions about the immigrant's passport.
How do I proceed to apply to renew the immigrant's passport?
To apply for a renewal of the immigrant's passport, you register an application via udi.no. There you will also book an appointment with the police. The application has not been submitted until you have met up for your appointment with the police. What should I apply for first, an immigrant's passport or a Somali passport?
To travel to a Somali embassy to obtain a Somali passport, you must have a valid immigrant's passport. If the duration of your immigrant's passport expires shortly so that you cannot travel to the embassy, you must apply for an immigrant's passport first. If there is still some time before your immigrant's passport expires so that you can travel to a Somali embassy, you must apply for a Somali passport instead of applying for a immigrant's passport.

You should not book tickets to travel to an embassy before you have a new immigrant's passport on hand. The immigrant's passport will be valid for one year. You must submit your immigrant's passport when you have received the Somali passport.
What do I do if I travel to a country that does not recognise Somali passports?
If you are unsure whether the country you are traveling to recognises Somali passports, you must contact the embassy of the country you are going to travel to.

Why has some members of my family received a letter saying that they must have Somali passports, but not all of them?
UDI has sent out automatically processed letters to all Somalis who had a valid immigrant's passport when we sent out the letter. This means that those who have an application for an immigrant's passport for processing have not received the letter. Those who have protection should also not have received the letter. Since the letter has been sent out automatically, some may have received the letter even if it does not apply to them.
