If you are under 18 and come to Norway without parents and apply for protection (asylum), you are called unaccompanied minor asylum seekers. Even if you came to Norway with, for example, siblings, aunts or grandparents, you register as a minor.

Anyone who registers as a sole minor will receive a representative.

The immigration laws in Norway decides that you should have a representative if you are in Norway without any parents. The Norwegian authorities determine who will be your representative. The delegate is an adult who will help you in Norway, for example, with: 

• understanding the grant from UDI 
• contact with the Norwegian authorities 
• ensuring you can express your opinion 
• ensuring you receive adequate care and healthcare 
• ensure you get a place to stay 
• ensure you are allowed to go to school/ensure school enrollment

You can contact the local police where you are. The police will tell you if you can register there or if you have to register at a police station somewhere else/go to a police station somewhere else to get registered.

Yes. Anyone fleeing Ukraine can apply for protection, and UDI considers whether you can get collective security/protection. Most of the information on udi.no applies to both adults and unaccompanied minors.

UDI will offer you a place in a separate reception centre for unaccompanied minors. If you are under 15, you will be provided with the right to live in a care centre (external website) (eksternt nettsted)

If you applied for protection together with family members, UDI can offer you a place in a reception centre together with them.

Yes, you can. If you live privately, it is essential that you contact the police to register the correct address and who you live with. Your representative will help you with that. See more about alternative accommodation to reception centres here.
