Restricting the possibilities of entry for Russian citizens

The government restricted practices related to visas for Russians in the spring of 2022, and tourist visas for Russians are generally not granted after this date. The possibilities of entry are now being further restricted.
"The decision to tighten the entry rules are in line with the Norwegian approach of standing by allies and partners in the reactions against Russia's illegal war of aggression against Ukraine", says the Minister of Justice and Public Security, Emilie Enger Mehl (Centre Party).
The change implies that the police can refuse the entry of Russian citizens who are covered by the instruction.
Russian citizens whose purpose is tourism and other non-essential travel will be rejected upon entry across the external border. The restriction applies both to those who have visas issued by Norway before visa practices were restricted in the spring of 2022 and to visas issued by other Schengen countries.
Exceptions will be granted in certain cases, for instance to visit close family (parents, spouses, cohabitants and children) residing in Norway and for Russian citizens who will work or study in Norway or other Schengen countries.
The Norwegian authorities keep a close eye on the border and border traffic at Storskog, and will take action if necessary.
