Substantiating identity in citizenship cases

When you apply for Norwegian citizenship, it is a requirement that your identity must be verified. Submitting a passport from your home country is normally adequate proof.
Requirements for applicants who were born abroad
- You must submit a passport from your home country. The passport may be expired.
- There must not be any doubts that the information in your passport is correct.
Requirements for applicants who were born in Norway
- If you are born in Norway, and registered in the National Population Registrer (Folkeregisteret), you do not have to submit a passport.
Special requirements for certain groups

Applicants who have been granted protection (asylum)
- If you have been granted protection (asylum), you are not required to submit a passport, but you must hand in any ID documents which you have.
- There must not be any doubts that the information you have given to the Norwegian authorities about your identity is correct.

Applicants who came to Norway when they were under 18 years old, and have at least one parent whose identity has been verified
- If you came to Norway when you were under 18 years old, you may be granted an exemption to the requirement of submitting a passport, but you must hand in any ID documents which you have.
- You must have at least one parent whose identity has been verified.

Other persons who can be given an exemption to the requirement of submitting a passport
If you come from a country where it is not possible for Norwegian authorities to confirm whether the information in your passport is correct, you may in some cases be given an exemption to the requirement of submitting a passport.
You must belong to one of these groups:
- If you were under 14 years old when you were given your first residence permit, you can be granted an exemption to the requirement of submitting a passport. You must have done everything possible to substantiate your identity.
- If you were 14, 15 or 16 years old when you were given your first residence permit, you can be given an exemption to the requirement of submitting a passport. You must have been living in Norway with a residence permit for ten years. You must have done everything possible to substantiate your identity.
