Can you return to Norway?
A refusal of entry or stay is only temporary. You can return to Norway at a later time.
Example 1: You enter Norway without a valid passport and are refused entry. You will then be subject to a return decision and be obligated to leave Norway by a stipulated date (deadline for departure). You must then leave the country and register your departure from Norway. If you return later with a valid passport, the previous refusal will not prevent you from entering Norway.
Example 2: You enter Norway without a valid visa and are refused entry. You will then be subject to a return decision and be obligated to leave the Schengen area by a stipulated date (deadline for departure). This means that you must travel from the Schengen area and that your departure must be registered in the Schengen Information System (SIS). If you come back to Norway later with a valid visa, the previous refusal will not prevent you from entering Norway.
Grounds for rejection and right of appeal

Nationals of countries outside the EU/EEA area
If you are a national of a country outside the EU/EEA area, you can be refused entry or a stay if, for example, you
- do not have a passport or other approved travel document, or do not have a visa if one is required
- have been expelled from another Schengen country and you are subject to an entry ban pertaining to Schengen
- cannot substantiate your reason for coming to Norway
- do not have enough money to finance your stay in Norway and your return journey
- have been convicted of a crime or are likely to commit criminal offences
- owe the Norwegian authorities money because you were previously deported by the police. In such cases, you must pay what you owe for the deportation before you can return to Norway.
Can you appeal the refusal of entry or stay?
You may submit a written appeal to the police within three weeks of being refused entry. The police will reconsider your case and determine whether to reverse the decision or forward your case to UDI, who will make a final decision on your case.

EU/EEA nationals
If you are an EU/EEA national, you can be rejected if you
- cannot present a passport or other approved travel document
- have stayed in Norway for too long without registering as an EU/EEA national
- have committed, or are likely to commit criminal offences.
